The latest RSGB Radio Communication Handbook (10th edition - available from ARRL) has an entire chapter on 137 and 500 kHz. Also, the second edition of the RSGB's LF Today book deals with both these bands. You may be able to interpolate for 160 to 190.
The earlier RSGB LF Experimenter's Source Book (second edition) had material from Australia on 196 kHz and New Zealand in the region 165 to 190 kHz, and an article by Bill Bowers on low frequency coil Q.
I believe Break-In, the magazine of the New Zealand Amateur Radio Transmitting Society, also carries articles on their LF allocation.

Something like that is likely to happen in the UK, but I understand that the technology proposed there is one which has been used for many years without EMC problems.
