Andy:

You need a DECADE counter ( divide by 10 ). Lyle used the
4017 series in his circuit with the 1.??? MHz Epson Osc.

The Epson Osc. itself will put out a strong enough signal that
with a small piece of wire connected to its output, it can be 
heard several feet with a portable radio on its fundamental
frequency. The decade counter will take a signal from 1.6 to 1.9
and divide it by 10 to put it in the lowFER region.
