I know what you mean Charlie, I've spent 27 years in broadcasting,
and when we have snow and ice here, we're not accustomed to driving
in it. Broadcasters spend countless hours pleading for people to 
stay off the roads, and keep them clear for emergency personel, and
don't add to their work load. It must be the " Forbidden Fruit "
syndrome; Whatever you say don't do, their bound and determined to do.
I've wondered if reverse psychology might work ?? " Git on out there,
have fun, fire up them 4 x 4's " Would commom sense kick in then ??
