Thinking about this more, I don't think the direction I pointed you is the one 
you really were asking for. Take a look at this:

I think the first circuit does what you wanted, you 'short' the input and 
it 'turns on' the supply voltage to the oscillator.

The other approach that I'd probably look at is using NAND gates. The 
oscillator could run all the time. You could use one NAND gate with inputs 
tied together to invert the keying pulse. Then you could NAND that inverted 
keying pulse and the oscillator signal. That would probably be just a bit 
more elegant.
