Then you have obviously selected the wrong cooling technology.  The lake is a far better heat sink, if one is concerned about reliability. Simply install a copper pipe as your loop conductor (see Ashlock loop Article #2) running a portion of it in the lake and epoxy those little hot transistors directly to the loop. I guarantee the convection current inside the pipe will handle any power level you desire.
