[Lowfer] WEB and RW on 480

Copied WEB tonight here, nice signal so slipped down to the 185 watering 
hole to watch there.  Nothing yet.  Also checked on RW-480 tonight and 
found it for the first time in over a year on about 479.690.  Its run by 
W0RW in Colo.
