Hi Charlie,
Guess it depends on how you want to go about it.
Here's what I use:
The free Microchip MPLAB program, which includes MPASM.
The MicroEngineering EpicPlus programmer and either the EPIC or MELabs
software. This is a true serial-port programmer. When I got it, it was about
$60 (EPIC software included). I don't know what they're going for now.
I program entirely in MPASM assembler. It's what I first learned with and I
enjoy it. There have been many discussions about programming in C vs.
assembler, and I say use whatever works best for you.
There are other programmers and software that are popular. A lot of people
like the PonyProg.
