   Interesting!

Two points:
1) The Federal Fiscal Year runs from Oct 1 - Sept 30, so the end of
FY09 would be Sept 30 (rather than June 30).
2) Don't rule out the possibility that the funds might be added back
into the budget by Congress. The budget process is a
complex chess game between the House, Senate and Administration,
sometimes an Administration (of either party) will delete funds
with the knowledge that the Congress will restore the funding, happens
all the time.
