B-I-N-G-O-! Ralph is Tech-On-Spot on this matter.

Did as Ralph said and the calling phone got a ring. That did it, had someone call for phone co. service (Verizon).
A tech came out and I explained what I did and my thoughts, as per Ralph. He sorta smirked and proceeded to open the outside box and undo my neat rewiring job. With it stripped down he got the same results and tells me he never saw a problem like mine as he first checked at the local office for info there. Now he's on his phone calling for aid. I hear a lot of chat about specific lines. Yup, seems someone had not applied the right line to my new number. Then he learns that I have DSL service but says I'm not on their books as such. I explain there are other ISP's beside Verizon. This confuses him further as he tries to reconcile the old with that new. After 1 1/2 hours he gives me an unlisted number to the State-level main office and some kernel of truth I should tell them. Simple now, I agree and he leaves. Lot's of time and people involved with these black boxes called phone service.

Next step, my ISP wants a fee to change my designated line. Heh heh, I'll wait until this one I'm using (that doesn't exist!) quits, if ever, then take a deep breath and take the next step. Oh, years back, setting up this DSL was another chore, with their basic steps as blame the stupid user, blame the OS, bring the PC in, blame the modem, had about 4 of them. Then it all stopped erring and worked, but no one was talking.

Short the red and green wires together.  Have someone call the number.
If the caller hears the line ring, call the phone company, because the
number they gave you is not connected to your wire pair.  It probably
dead ends somewhere in a cable junction box.
