Peter; this may be of no help, but are you still using the DSL
filter ?? You have to have it ! the DSL is always on, and if 
you're using just a 2 line splitter; that won't work. OR !! if
the DSL filter has gone bad, it could be feeding DSL signal over
onto the carrier of the phone line which will interrupt the
carrier and cause the busy signal. AND ::: don't rule out a 
defective phone, try another one and see what happens

Steps : #1 try another phone - problem solved' OK, if not :

#2 ask phone co. for a new DSL filter - problem solved' OK, if not;

#3 go to your interface box outside, plug directly into the 
line on the phone co. side. If a known good phone with a known
good DSL filter won't work there; it's on their side of the line
and not yours.  --  When a tech does a line check for you, the
problem ( it's in your wiring ) could be anywhere from the
nearest central office, all the way to your phone.
When you rule out everything on your side of the line, be sure to
tell them you have, especially the part about connecting directly
to the interface box outside ( very important ) The phone co. is
responsible from the box back; you're responsible from the box IN;
unless you have inside wiring maintenance. Then taking a bad phone
into consideration; you have already paid them to come out and FIX
the problem, when you pay your bill each month.
