It's entirely a question of what the beacon was intended to do, and 
therefore the budget that was given to them.  Not all NDBs are created 
equal.  The higher power beacons that were needed for long routes and/or 
transcribed weather broadcasts had conventional towers (self-supporting in 
the early days, guyed later), as close to resonant size as could be 
afforded.  Not all airports required that much range or antenna bandwidth, 
however, and thus did not justify the same expenditure.  The ubiquitous 
electrically-short T supported by telephone poles is a cost-efficient 
alternative in those cases.  Just that simple
