Charlie,

Hope you don't mind my adding my 2c but I've been through the FCC
Part 5 process numerous times now. I reviewed your application on the
FCC web site and it appears that the FCC made an error (or errors). I
would NOT interpret this as being denied 2200 meters and 600 meters.
For example under the Notes it says:
'Propagation testing on 135.7-138 kHz and 166-166.5 kHz.'
It seems that they have either
1) Mixed your application up with another application
2) They didn't read past the 160-190 request.

Also, you could have coordinated with your FAA Regional Spectrum
Management Officer for 185-190, it should be pretty automatic for the
FAA to grant your use since the lowest NDB frequency anywhere in the
US is on 198 kHz. (Contact me off list for specifics of dealing with
the FAA.)

They requested justification for a 5 year term. I'm interested in
propagation so I always put a clause in that says I need a five year
term to investigate propagation over different parts of the sunspot
cycle. I have never been refused a five year license for any of the 3
license apps that I've filed myself.

Contact the FCC ASAP for clarification and I bet you'll get 2200 m
right away, 600m may take a bit longer.
