[Lowfer] Beacon " XR " on, but at lower power

Hi all:

I fixed the transmitter tonite and got it working agn. It is
on the air, but the output is abt 2/3rds below normal. it will
be a challenge for anyone to get it now. I'm using the Vertical
30 foot section as a radiator; MAN !! does that tophat make a 
difference. My hopes are to repair, and upgarade the tophat with
some additional wires in the perimeter to get a little more 
capacitance. If time and energy permits, I might try to lay abt
4 more temporary gnd radials just to see what happens. looking 
forward to the 60+ degree Wx. this weekend to get the job done.
It feels good to at least have the beacon back on, even at
PipSqueak power level.
