Hi Garry,
I have never heard any kind of FSK signal on  26.0KHz and I monitor
the VLF spectrum every day. Could it be some kind of  spur or birdie
in your receiving setup or something local? 

I have  read reports of someone hearing a new 'signal' on VLF then
have it turn out  to be a digital clock in their house or something local.

Hope you can  track it down but as far as I know there is no new
big signal on 26.0KHz that  I have ever heard. I do know that sometimes
the gov't stations down  there can shift to a new frequency
but I have never heard anything on  26.0 KHz.
