[Lowfer] WEB keying problem

WEB was making it nicely to NE IL as usual last night on 189949.3 kHz 
QRSS30, slow until about 0630Z when the keying stuck ON. It continued 
miskeying until about 0800Z when it disappeared for good. Moving to the 
watering hole then, MP and XR were found (couldn't copy CV due to loop 
directivity). The latter faded away around 1300Z as sunrise neared.
