  James Edwin Whedbee was  issued Part 5 Experimental license WE2XTU for 130-190 kHz and a boatload of other frequency bands from HF to SHF (up to 450GHz!)
The 130-190 kHz is for 10W ERP, ssb, cw and data. The license was issued for Mobile operation within 16kM (10 miles) of Gladstone, MO.

  The rationale seems to be that he is developing compact antennnas of some unspecified sort.

  The interesting thing is that the FCC doesn't seem to have a problem with treating 130-190 kHz as one continuous band for experimental licenses.  
Had I known this 5 years ago I would not need so many call letters now!
