[Lowfer] Getting on Part 15

I started playing with part 15 three years before I got internet access, I
read about it in CFR 47 and did my thing with the equipment I had.  I got on
the lowfer e-mail group around 1997, had the print version several years
before that, I don' think HiFER came to be until just a few years ago.  My
first experiments were on 49 MHz.
