User fees came into vogue in the Reagan era as a way of paying for government services 
without using general tax revenues. The theory is that those who use the services pay
the fees rather than spreading the costs out to the taxpayers.

   Ham licenses were 'outsourced' to volunteer examiners some time ago,
license fees are nominal but then the FCC's involvement with
the amateur service is nominal also.

Experimental licenses are wholly unrelated to amateur licenses.
In fact, Experimental licenses are issued by a different branch
of the FCC than amateur licenses.
Experimental licenses are mainly (99%) used by industry for developing 
new products or for EMI testing. Very few Experimental licenses
are used by hobbyists. It is NOT considered amateur.

In my experience (Amateur Extra and FOUR Part 5 Experimental licenses), its worth 
actually understanding what's going on and how the government actually
works rather than cook up conspiracy theories and rant that the 
government doesn't work the way YOU think it should.
