That's likely the reason I had no copy of even the direct HAARP signal 
on 7.4075 MHz here in NC.  At times I had good Q5 copied by ear the 
return signal on 6.7925 MHz.  Not as strong though as the signal I was 
hearing from the Selene Lunar probe on 2263 MHz.
