Hi Andy,
I don't seem to have any problems at all using the small fluorescent bulbs  
in my home. Even when listening to LF/VLF the small fluorescent lamps are very  
quiet. Of course this is using an outdoor active whip antenna, the receiver 
is  grounded and I use an isolation transformer to power the radio for good 
measure.  The only time the small fluorescent lamps cause any trouble is if I  
place something like a small portable AM radio with ferrite rod antenna within  
2-3 feet of the lamp then I can hear a broad 'sizzling' sound in the radio. I  
don't think those bulbs radiate anything more than a few feet.
 
The more common solid-state lamp dimmers generate far more noise than I  ever 
noticed from the fluorescent lamps. I have to turn the light dimmers OFF to  
get any useful listening on LF/VLF at the home QTH.
