For windows XP or Vista, or most other O/S,
NTP is built into the O/S. You should tweek the
update parameter to update the O/S clock more
frequently as it is set very high (weekly) by
default in M$, and you need it to be shorter.
When picking a server, the goal is not to
find the best quality server per se, but to
find the one that gives the best time delivered
to you. So a higher stratum time server within
your own ISP may well be better than a low
stratum further away.
NTP works best when it is left to run rather than
being turned on/off as it needs to train the
path and the oscillator.
