Just a personal opinion, here, nothing more...

I don't think that we are likely to get a ham band in the 160-190 kHz 
range in the U.S., due to the power line carrier situation. But bands at 
2200 and 600 meters should be possible, at least in a couple of years. 
QSO's are happening regularly between Experimental stations on 600 
meters (last night, for example), and they have taken place among the 
limited number of Experimental stations on 2200 meters.

QSO's between Part 15 stations at 1750 meters are certainly possible. 
Jay and I used to do all kinds of stuff in various modes in the 185 kHz 
area at a distance of 70 miles. My longest distance was a 670 mile 
daytime WOLF QSO with Dex. You are correct -- the key to a lot of this 
stuff is an SSB exciter that can be mated to a computer sound card. 
Voice SSB contacts will be pretty local, but the various weak-signal 
modes open up all kinds of possibilities.
