Tom,

    Interesting thoughts on the low power testing and potentially a very useful way to generate data on digital modes.

   I don't think its good to assume that a ham band will be limited to 100 or 200 watts.  Generally the FCC works on a non-interference basis, I think its very wrong to assume that the FCC is more likely to grant a license if its for low power so that it slips in under the radar.  I think I demonstrated my point to a degree by getting 200 watts ERP for WE2XGR.  I would prefer that a ham band be allocated a couple hundred watts ERP or maybe the same 1.5kW PEP output as on HF. Nobody is going to build a gain antenna for this band, in fact it will have negative gain so if you regulate output power there should be no need to regulate ERP -its a self limiting scenario with the antennas.

   If we start getting low power assignments in different parts of the spectrum it might give the FCC the idea of reducing the power everywhere including HF. While most hams don't run the legal limit on HF there is no need to set precedents and ruin the game for everybody.

We have to be careful or we will end up talking  ourselves out of all kinds of privileges.
