Wait a minute, there is a federal law preemting states, counties and 
municipalities from interfering with radio amateur antennas.  Consult the 
ARRL or check the web for articles on this.  They have been relieved of 
jurisdiction by this federal law.

Sounds like your municipality is over-reaching.  Perhaps a federal lawsuit 
will slap them back into line.
