Kent,

  A few points.
1) the FCC is also asking for an experimental description
"Please provide the Emission Designator for each frequencies band and a description of the experimental
under the Exhibit."
 You won't get a license without that!!!

2) 495-505 is allocated for maritime distress only, you will have to modify your request for 500-510.

3) You are also missing antenna sketches. The FCC will keep bouncing your application back to you until it's complete.

4) For 135-140 you specify 200watts output power and 60 watts ERP with a 15 meter antenna. This defies the laws of physics.
    60 milliwatts ERP would be more like what you would get with 200 watts into a 15 meter antenna!
