[Lowfer] Who/What is on 137.877KHz?

Does anyone know who/what I am hearing on 137.877KHz down here in SC?  I am 
hearing a carrier that comes on for about 17 seconds then goes off for about 24 
seconds. When the carrier first comes on it seems to shift to a lower power 
after 8 seconds until it goes off.

Isn't 137.877KHz out of band? I thought the band upper limit was 137.800KHz? 
I am hearing this signal daytime about the same strength as DEX WD2XKO in NC, 
so it could be within a few hundred miles of me at Hilton Head Island, SC.
