I checked his web site earlier this year, and it was even crazier than I 
remember it. He appears to have some interests much stranger than ham 
radio (!), and I exited quickly. Ugh.

Re-reading the letter from the FCC, I caught an item that needs 
clarification, though. Riley Hollingsworth stated that the operation on 
both frequencies was subject to a limit of 30 uV/M at 30 meters. That's 
definitely not the case at 13.556 MHz, where 15.225(a) clearly has a 
limit of 15,848 uV/M. I have emailed Mr. Hollingsworth for his response. 
Of course, there's a big difference between N9OGL's 100 watts into a 
dipole and the calculated 4 mW into a dipole that the Hifer crowd has 
been running!
