YOWZERS!!!

A couple of weeks ago, I sent a snail-mail to the Toronto District Office of
Industry Canada, regarding the whys & wherefores of 160-190 KHz operation in
Canada...

If you take a look at the IC website in this regard, it becomes abundantly
clear --- and rather quickly --- that there is some contradiction(s) in
RSS-210!

Anyway, this morning I received a written reply from an ANNIE PARADIS in the
Tornto office...their File #6202-6, to whit (and EXACTLY as written,
questionable grammar notwithstanding):

Dear Mr. Swynar,

The band of frequencies contained within the 160- to 190-KHz portion of low
frequency is for private commercial fixed operations only. We are sorry to
say that no provision have been made for amateur is this band. The policy
you enquired about does no longer prevail. If you have any more questions,
please feel free to contact us at:

(e-mail address, phone numbers, etc.).

So...is this but another error on the part of a low-tiered level within the
government bureaucracy, or does IC (possibly) have the traditional Lowfer
band confused with 136-KHz, which is off-limits after June 2007...?

Or worse, if this is all indeed true to fact...? If so, are any & all
hobbyists' beacons presently on the band from north of the 49th Parallel on
the air illegally...?!

...Not much point in my pursuing efforts to put wannanbe beacon "3XZ" on
anytime soon then!

I hesitate writing to the authorities for further clarification...it's never
helped me before in other regulatory matters directly relating to Amateur
Radio, so I would not expect much difference in this scenario...
