Henry,

The 135.7 - 137.8 kHz range has been designated as an Amateur band in 
Europe and some other countries. The FCC turned down a request for this 
status in the U.S. in 2003. Canada has issued a small number of permits 
to Amateur operators for this range.

Following the FCC turn-down, a (small) number of U.S. hams applied for 
Experimental Licenses under Part 5 of the FCC rules. Several of these 
stations are currently active. Our goal was to demonstrate the viability 
of the band with small (at these wavelengths) antennas and relatively 
low power, and to show that such operation could be conducted without 
interference to other licensed and unlicensed users.
