Yes, that's exactly what's happening. It takes a while to flush out the 
built-up copy from the preceding lines, but since it isn't being 
reinforced with new data, the s/n decays. Eventually, the new copy wins out.

Those "q" numbers will also vary with fading. You'll see that on the 
long-haul receptions.
