     Its all done online. You need to fill out an FCC form 442, include an experimental description write-up as an attachment (you must demonstrate to the FCC's satisfaction how you are advancing the science), also you must include an antenna sketch for FAA purposes. It costs $60. to file and its slow, it can easily take over a year for the FCC to process it.
