Dave,

A small relay could be used to short the input when un-energized. The 
contacts would open when the preamp was powered up. As long as you 
remembered to shut the preamp down before heavy weather, it sounds like 
a good idea.

I actually use a variation on that here with my big transmit loop for 
137 kHz. A fairly large power relay with a 24VDC coil shorts and grounds 
the loop feed point when un-energized. A switch in the shack applies 
power when the antenna will be used. The neat trick here is that the 
relay contacts do not carry the antenna current.
