[Lowfer] A Weapon of Mass Destruction? I thought it was a radio!

Following my lack of copying the SAQ 17.2 kHz transmission on 
Christmas Eve (due to my rather inefficient aerial on VLF, not the 
SDR-IQ) I looked at what others had used; especially as the 
transmission had been received in the USA and I live in North Wales, UK, 
which is considerably closer.

Noting what aerials others had used and subsequent, as usual Googling got
Me going off at a tangent. I ended up on the web-site of a UK manufacturer
of USB Connected Software Defined Digital Radio Systems which are intended
for professional/commercial and perhaps defence use. 
One of their models, priced at GBP 3,695 (that's around US$7,400) had
a frequency range of 750 Hz to 500 MHz and a note saying that an
Export Licence was required for purchasers outside UK, Europe & USA. 
I quote from the reason for this:- "Due to United Kingdom, European
Union and United Nations regulations concerning Weapons of Mass Destruction
(WMD) for certain of our products..............."

Ooooops! Am I safe to own a SDR-IQ - it would seem that it's not just 
things which go BANG which fall into these rules!!
