[Lowfer] WE2XGR/2 testing in Pactor1FEC mode and RTTY

WE2XGR/2 will be making test transmissions tonight in RTTY 45 baud 200 Hz shift and Pactor1FEC on
508.5 kHz. MultiPSK can be used for decoding both modes although there may be other programs that
will work as well.

RTTY 0000 - 0100Z. Note RTTY is 200 Hz shift, not 170.

Pactor1FEC 0100 - 0200 Z.  Note: Run Pactor1FEC with "RX without repetition" button depressed
