[Lowfer] WC2XSR/13 Antenna Fire (Again!!)

WC2XSR/13 has been plugging along on 166.5 KC @ 400 watts 24/7 for the
past 3+ years.  A few days ago on a foggy Louisiana morning, the
standoff insulator (PVC pipe) for the lower feed pipe assembly went up
in smoke.
