Kurt,

At 13.5MHz you shouldn't be burying them (the losses would be gigantic) 
.....Or maybe I missed an earlier post? In my opinion you should be building 
a simple 1/4 wave ground plane antenna mounted as high as possible with no 
more than 4 sloping 1/4 WL radials. Check the ARRL Antenna Book or the ARRL 
Handbook for details.

A lowfer antenna is a completely different animal and requires a bundle of 
radials to complete the RLC electric circuit formed by the loading coil, the 
capacity of the vertical portion and top hat. The Q of this circuit, hence 
the efficiency of the antenna, is highly dependent on the ground radials. In 
contrast, the Q of the 13.5MHz antenna is of minor concern.
