[Lowfer] LowFER TIL trial run tonight ~170.4825KHz

LowFER TIL is going to be transmitting on ~170.4825KHz this evening QRSS10
w/ 10wpm CW between QRSS IDs.  The signal is a divide by 10 of MedFER TIL
and should be in phase.  The antenna is a 30' verticle flat top with a 50'
single wire capacitve top.  I'm running tests on the system and will be
adding more wires over the days and weeks to come and improving the ground.
However, I'd like to start with a good reference from which to note
improvements.

VE7SL reported a weak copy last night on an even poorer antenna at a range
of 50km.

Transmission should begin at ~0400 UTC.
