International Morse parameters are:
Dot = 1 unit.
Dash = 3 unit.
Space between elements = 1 unit
Space between characters = 3 units
Space between words = 7 units
So "officially" there should be 7*3=21 seconds of key-up (no carrier)
between QRSS3 ID's. That's what I have been using in my own programming. If
you want to shorten the space between ID's, the shortest would be 4 units to
prevent confusion. 5 or 6 would be safer, though.
