WOLF would be very much out of the question. I remember seeing the wobble on
Lyle's 160 meter WOLF signal a few years ago. 13.5 MHz would be much worse.

QSB and Doppler shifting are the biggest enemies. PSK08 is probably pushing
the envelope, considering that the bit rate is slower than WOLF. Straight
PSK31 would have my vote at that frequency.
