[Lowfer] Hifer RT power change and "BPL" test

I've dropped the power for Hifer RT, 13.553536 MHz, to the level
broadband over power lines (BPL) will radiate across the high frequency
spectrum.  I'd appreciate any reports of skywave reception at this
level.  Thanks.
