Interesting. Enjoy the discussion over this apparent perennial issue.
But have some forgot that in past incarnations on this it was resolved
early on not to request explanation from f_c, as it may bring unwanted
attention. So in lieu of particulars from them (that may mean multiple
persons answering differently, a la, a cat chasing its tail) the group
decided (didn't argue beyond a point) that the "15M cylinder rule"
prevailed. The loopers extrapolated that into another geometric shape,
hence the 50X50 perimeter corollary.
I agree with earlier opinion, keep this among the group and "let
sleeping dogs lie." Really, we have a good thing going.

The FCC view specifies total wire length.....for loopers, this means
total perimeter
X. Gee Bill....I guess that wipes out our phased loop idea because of
the inclusion
of feedline length. Looks like our best shot is a single loop
perimeter of X.
