I asked. He sent the question to LabHelp@fcc.gov and got the response
verbatim. What I posted was the whole response.

I just asked him if the reply came back from that address or another.

The group is LUTT at Yahoo.

On the one hand it could be stated that these are lab guys so what do they
know? On the other hand these are lab guys who probably perform Type
Acceptance so they have probably been through this before with commercial
manufacturers.

OK, now the question that kept me awake much of the night...

Are ground radials part of the equation, too? It would appear so, the
equation seems to be "add up all the wire you use and the linear footage
must be less than X meters.

I guess I have to dig up those CFA links I deleted...
