[Lowfer] MYSTERY HIFER SIGNAL?

Someone must know the answer to this. When I listen to Hifer signals I
notice a slowly moving steady ramp signal pass by, sometimes going up in
frequency and sometimes going down. I've never tracked to see how far
it goes and assume it is some kind of a propagation test signal. Any
clues?

Today was a disturbed Hifer day. MP and NC came through in the early
morning PST but have been very weak the rest of the day. Ran my
W6ELPROP program and realized the optimum listening time here was about
noon, no matter what the path. Listened for AZ who was coming in quite
strong, and then took a look at NW (first time I've tried). What a neat
signature! Although the LWCA solar activity page doesn't list any
storming, my recording magnetometer sure looks like a disturbed day
which may explain the apparently poor propagation back east.

While on the subject of garbage around 13.55, anyone know what some of
the rest of the "regulars" are?
