Thanks to all who are taking the time to look... After monitoring it for 
a couple of days I saw the frequency swing several Hertz, back and forth 
. I believe the crystal element is probably the culprit, not quite sure 
but, I will test this thing on the bench for awhile and see what 
happens. A change to 187.486 KHz in the early stages still exhibits some 
drift, so, I also am thinking my receiver could also attribute to the 
sense that it is drifting?? (Kenwood R-2000) The frequency counter shows 
it holding fairly steady at 187.486 .
I might just go ahead and completely redo the circuit anyway and 
implement some Epson oscillators I have obtained.
