[Lowfer] NDB QSL etiquette - OT?

After finally receiving my January Lowdown, thoughtfully and thoroughly 
mutilated by the USPS, I enjoyed reading what was the first page of the 
first Lowdown ever.

I read on that page that one may send signal reports addressed to the 
engineer in charge of radio aids to navigation c/o the associated airport 
and receive QSL cards.  This was exciting news -- I didn't know this.

Now, this page is 30 years old.  Will they still do this?  And if so, how 
best to word the request?  Do you come right out and ASK for a QSL card?  

Sorry if too far OT -- but I guess not TOO sorry, or I wouldn't have sent 
this :)
