May I offer a comment from this side of the pond?

When we were discussing setting up a band plan for 136 kHz in Europe, it
became apparent that, given the rate at which things tend to develop and
change at LF, a formal plan did not really meet our needs. It was accepted
that it would be better to have a set of guidelines, which people normally
adhere to but which they can deviate from when there is need (where
appropriate telling other users when they intend to do this).
