[Lowfer] HiFER rule change

Now I remember where the debate over the effect of +2db originated! I have 
an extra control channel available that will allow a -2db switched change in 
my signal strength. I predict that it will be hard to see this difference on 
a normal night. Good thing we have Steve's Grabulator so all can see the 
results. The effect on the Lowfer band should be more pronounced than on the 
Hifer band because of the much longer and less pronounced fade cycle.
