[Lowfer] Weekend HiFER report from CN89

Only NW was copied during some limited listening sessions with TIL off
this weekend. NW's signal seems to peak around noon local.  I'm
beginning to feel I live in a 22m hole as I've only ever heard NW!

TIL is now permanently on a 1/4 vertical which has a 1.1:1 SWR and is 5m
above ground.  The output power of the TX into the vertical is measured
at about 4.6mW.

Future improvements will include a DDS based TX with DFCW modes on
~13.555 and ~6.777 MHz.
