[Lowfer] Changes to HiFER TIL..

The antenna has changed on HiFER TIL to a 1/4 wave vertical at about 5m
off the ground with a couple of resonant radials and a metal roof.  It
seems like the antenna is operating well and has become the primary
antenna of the beacon.

We start transmitting on it tomorrow (Sunday).  I'll switch on the
beacon when I go to bed tonight to give those on the east coast a crack
at it in the morning.  The beacon may be down tomorrow afternoon for
maintenance and further tuning.  However, I'll advise if it is QRT.  The
20m dipole is being moved to a new height of about 20m above ground and
may be used in the future for some comparison tests.

The ID remains in QRSS3 only.
