That would have been me putting the unit in a box and making modifications
to the TX circuit...  Steve (VE7SL) sent me an image ofthe beacon today
showing a similar effect... I'm not turning the osc. on/off on this TX to
get stable QRSS10 performance...

Could you have a look again tonight?

The attenuated version here looks stable ( a slight upwards drift as the
shack cools...) on the order of ~ 0.2 Hz/hr...  I was doing ground checks
today and made slight modifications to that system as well.
